「要列車跑又要列車不損耗？」普悠瑪出軌再揭台鐵營運問題
台灣普悠瑪列車發生重大翻覆事故，導致18死，190人受傷，究竟背後結構性的原因為何？（攝影／黃威彬）
10月21號，悠閒的週日傍晚，台鐵往返花蓮、台東最著名的普悠瑪列車在宜蘭縣蘇澳鎮新馬車站出軌翻車，根據消防署最後統計，導致18人死亡，190人受傷，是普悠瑪號有史以來第一次發生重大事故。
現場可以看到，列車頭遠遠地被甩出軌道外，可以想像隨之急煞停駛後，導致後方車廂連環撞擊甚至扭擠成「之」字型，力道大到月台的水泥電線桿被撞斷、軌道捲起。
事故背後的真相究竟為何？是機械故障、人為操作疏失，還是軌道問題？對此，行政院已成立「1021鐵路事故行政調查小組」進行檢討，其調查過程與結果不只在台灣島內，甚至國際上也被受矚目。雖然一切仍靜候調查，但長期關注台灣公共運輸的「台灣鐵道暨國土規劃學會」認為這不是個案，「一場嚴重性的軌道事故，包含人，車，路的三類型因素待釐清。」點出台鐵背後長期以來的結構性問題所造成的隱憂。
要列車跑又要列車不損耗？
平均每日運客量高達60萬的台鐵，是繼高速公路、高鐵、捷運以外，台灣最重要的大眾運輸工具，作為公營事業隸屬於交通部的台鐵，政府每年都必須編列預算支應，但經營卻不理想，卻也無法任由其關門。根據台鐵統計資料顯示，2017年的營運虧損高達15億3,876萬元，更較前年虧損又增加了6億1,144萬元。
一個眾所皆知的道理，一家公司若營運虧損、經費不足，勢必連帶影響其運作，營運連年虧損，是台鐵擺脫不了的沉重包袱。
台灣鐵道暨國土規劃學會表示，「台鐵長期以來在每位旅客里程的單位營收中，永遠都是台灣所有軌道的最後一名。」台鐵票價已「凍漲」22年，但軌道的養護與營運需要大量設備與人力，「沒有永續的財務結構，如何能苛求擁有妥善且安全的系統？對台鐵來說，票箱收入就是養護成本的投入項。」
事實上，去年10月，台鐵傳出正在研擬票價調整機制，但沒想到消息先行曝光後，卻引來民間反對聲浪，最後時任交通部長賀陳旦與行政院院長賴清德宣布暫無漲價計畫。今年6月，台鐵慶祝鐵路節131周年，賀陳旦也再提公司化管理的可能，台鐵局長鹿潔身更直接表示，「台鐵財務狀況一直都不是很理想，票價是對整個財務結構改善的重要事項，未來公司化財務結構才會更健全。」
基於台鐵作為公營事業，有負責偏遠地區運輸與照顧弱勢的角色，對於票價的調漲該如何才不會影響其責任，需要仔細斟酌。對此，台灣鐵道暨國土規劃學會認為，「交通部如果敢凍漲，就要同時保障台鐵維護預算充足，而不是要列車跑又要列車不損耗。」
成立第三方調查機構
沒有完善的經營結構，不僅人力不足、鐵路系統的養護品質都受影響。除此之外，台灣鐵道暨國土規劃學會也提到另一個台灣政府應該正視的問題。
台灣的重大交通事故調查機制中，最為著名的是飛航安全調查委員會的效率與成果。2015年，發生於南港基隆河的復興航空空難，當時在飛安會的專業調查下，提出完整且嚴謹的報告，成功還原真相，讓外界信服。
雖然針對這次普悠瑪事件行政院已提高層級，組成調查小組，由行政院政務委員吳澤成擔任召集人，集結各界專家、學者成立共15人的委員會進行調查，但台灣鐵道暨國土規劃學會表示，「長期已來軌道事故調查都由台鐵行保會與欠缺專業技術儲備的檢調單位辦理，缺乏獨立事故調查機構進行第三方事故調查，使得台鐵軌道事故的原因無法有系統地被調查與資訊公開。」方能避免台鐵「球員兼裁判」。
